The Making Cities Resilient Campaign's main objectives were to identify what disaster prevention activities cities were undertaking, create a preliminary assessment of city resilience. Despite the programme viewed positively when centred on building government capacity to reduce disaster risk, it failed to address issues of social equity, with difficulties arising in mobilizing taxes and secure funding for the introduction and implementation of guidance and capacity-building purported by the programme.
