Background

Owing to a partial reversal of an earlier water conservation policy, the government advised it was banning farmers from planting rice and other water-intensive crops in the face of increasing water shortages, slashing the income of amber rice farmers in the process. The National High Committee for Water decided farmers would not be able to plant more than 5,000 donhums and would compensate farmers for their losses.
