The Congolese Government collaborating with the World Bank launched a development plan in Goma to improve access to basic services, strengthen urban and municipal management and to provide immediate and effective response to an eligible crisis or emergency. The project has succeeded in providing improved access to basic services with 419,240 people direct project beneficiaries, however this figure decreased due to cancelled funds. Many elements of the project required revision.
