The implementation plan proposes that the chief mayor shall be the secretary of the municipal party committee and mayor. The 10 major rivers in the city implement a dual river chief system, and the remaining 1,100 tributaries are headed by the municipal party committee and CPPCC officials of the Municipal People's Congress. The river chief system is said to be imperative to the safeguarding of natural habitats.
