Changsha has comprehensively established the Liuyang River long-term organizational system. A deputy mayor serves as the city-level river captain, 5 county-level river captains, 30 township-level river captains, and 102 village-level river captains, forming a tight organization and management network for the Liuyang River. In order to mobilize the whole society to jointly control pollution, a number of volunteers serve as "civil river chiefs" to jointly protect the "mother river".
