In Mazar large sections of the city are not connected to water and sewerage systems and rely on private generators. In addition, employment generation is critical in a context where a vast number of citizens are unemployed. Incentives for improved urban management and governance could be created in provincial cities in particular, through an “urbanisation” of the National Solidarity Program.
